The amended Murray Motion of 26 June 2003 requires Commonwealth Departments and Financial Management and Accountability Act 1997 agencies to publish a list, available via their website homepage, which includes the following details relating to each contract entered into by the agency which has not been fully performed or which has been entered into during the previous 12 months, and which provides for a consideration to the value of $100 000 or more:
- the contractor, the amount of the consideration and the subject matter of each such contract;
- the commencement date and the duration of the contract;
- the relevant reporting period and the twelve month period relating to the contract listings;
- whether each such contract contains provisions requiring the parties to maintain confidentiality of any of its provisions; or
- whether there are any other requirements of confidentiality;
- a statement of reasons for the confidentiality;
- an estimate of the cost of complying with this order; and
- a statement of the method used to make the estimate.

The estimated cost of complying with the order for the reporting period 1 January 2007 to 31 December 2007 is $61,055.00.
Where available, costings were provided via a time costing management system, in other cases estimates of the time expended to compile the publication and the relevant hourly rates were used. The estimates include direct and all overhead costs.
* The Department has not reported on agreements required to be made under the States Grants (Primary and Secondary Education Assistance) Act 2000, the Schools Assistance (Learning Together – Achievement Through Choice and Opportunity) Act 2004, the Higher Education Support Act, the Skilling Australia’s Workforce Act and the Indigenous Education (Targeted Assistance) Act 2000. The Minister is required to report separately to Parliament on the expenditure under section 116 of the States Grants (Primary and Secondary Education Assistance) Act 2000, section 138 of the Schools Assistance (Learning Together – Achievement Through Choice and Opportunity) Act 2004 section 17A of the Indigenous Education (Targeted Assistance) Act 2000 and section 44 of the Skilling Australia’s Workforce Act 2005.
