Settings for PALM Approved Employer Deed and Guidelines post feedback from consultations

We continue to make progress streamlining the Seasonal Worker Programme (SWP) and the Pacific Labour Scheme (PLS) into the consolidated Pacific Australia Labour Mobility (PALM) scheme.

Following on from consultation initiated by the Department of Foreign Affairs and Trade, the Department of Employment and Workplace Relations has undertaken extensive stakeholder consultations on the proposed PALM Approved Employer Deed and Guidelines, which is the final step in consolidating the SWP and the PLS into the single PALM scheme.

Consultations commenced in late 2021, with the most recent consultations undertaken in 2 phases:

  • Phase 1, which closed in March 2023, sought views from PALM stakeholders on the options to introduce some of the measures from the October 2022-23 Budget, such as travel underwriting, and to strengthen PALM workers protections.
  • Phase 2, which closed in May 2023, was on the draft Deed and Guidelines, which incorporated feedback from the first phase of consultations.

Submissions were received from a wide range of stakeholders.

The feedback has been considered and the key settings of the PALM scheme have been approved by the Government. A fact sheet that includes a summary of the key final settings is available at Factsheet – Final PALM Deed and Guidelines settings – 5 June 2023.
