Improving transparency of provider performance

On 9 December 2025, the Commonwealth Ombudsman’s second report Fairness in the Targeted Compliance Framework: when decisions are made beyond your control (PDF) was released. As part of the broader department’s response to the recommendations, changes will be implemented to improve the useability and transparency of provider performance. As part of the changes the department will update the Workforce Australia Guidelines - Part B Workforce Australia Services so that a ‘moderate’ performance rating is no longer awarded by the department where there is insufficient data. The department will instead use ‘insufficient data’. This change will be implemented from the December 2025 performance ratings period. Historical data including the September 2025 quarterly ratings published on 18 December 2025 will not be updated.
