About the Review
The Jobs and Skills Australia Act 2022 (the Act) requires the Minister for Skills and Training to commence a review into the operation of the Act by August 2025 (the Review).
The Review is intended to be comprehensive and consider ongoing functions, governance and operations of the Jobs and Skills Australia (JSA) organisation, including effectiveness of its independence as a secondary statutory body.
What the Review will look at
The Review presents an opportunity to further consider the functions, governance arrangements and operations of JSA now and into the future.

Leading the Review
The Minister for Skills and Training, the Hon Andrew Giles MP, has appointed Dr Michele Bruniges AM as the reviewer

Dr Michele Bruniges AM served as Secretary of the Commonwealth Department of Education, Skills and Employment from 2016 to 2023. Prior to this, she held several senior roles in state and territory governments, including Director-General of the NSW Department of Education and Training (2011–2016) and Chief Executive of the ACT Department of Education (2004–2008).
She was the first Australian appointed Chair of the OECD’s Programme for International Student Assessment (PISA) Governing Board and currently chairs the Australian Institute for Teaching and School Leadership (AITSL), following numerous previous board and chairing appointments.
In 2012, Dr Bruniges was appointed a Member of the Order of Australia for her service to public administration. She received both the Australian Council for Educational Leaders Gold Medal and the Australian College of Educators’ Sir Harold Wyndham Medal in 2015.
Dr Bruniges holds a PhD in Educational Measurement, a Master of Education, and a Diploma in Teaching. In 2024 Dr Bruniges was awarded an Honorary Doctor of Letters from the University of New South Wales. She is also a Graduate of the Australian Institute of Company Directors, a Churchill Fellow, and a Fellow of both the Australian College of Educators and the Australian Council for Educational Leaders. From 2023 to 2025, she was awarded a Paul Ramsay Fellowship at the University of Technology.
Background on Jobs and Skills Australia
Jobs and Skills Australia (JSA) was established as a secondary statutory body within the Department of Employment and Workplace Relations on 16 November 2022 through the Jobs and Skills Australia Act 2022 (the Act). The Act was amended in August 2023 to provide additional and clarified functions and settle JSA’s governance arrangements.
JSA is a key economic advisory body providing independent advice on current, emerging and future workforce, skills and training issues to improve employment opportunities and economic growth.
