Potential Commonwealth standards for the construction industry

On 1 May 2026, the government announced its intention to consult on potential standards for the construction industry (construction standards) aimed at ensuring government financial arrangements drive quality, productivity, lawful behaviour, and deliver safe, secure, well-paid jobs.

On this page:

A discussion paper was released on 21 August 2026 to support the consultation, setting out five areas for feedback:

  • integrity and lawful conduct
  • productivity, fairness and industrial practices
  • workforce development and job quality
  • scope and application
  • governance and compliance.

Feedback will support the design of a properly targeted framework for Commonwealth action. The framework would focus on areas where the Commonwealth can have the greatest impact on productivity, project delivery, workforce outcomes and systemic industry challenges, while avoiding unnecessary regulatory or administrative burden. This approach is intended to ensure any construction standards are effective, proportionate and workable, while recognising the roles and responsibilities of other governments and industry participants.

Any construction standards will be considered alongside the NCIF’s ongoing work program, including development of a Charter.

Decisions on the design, scope and implementation of any construction standards have not been taken. Future decision-making will be informed by this consultation process.

Submissions for this consultation have now closed.
