On 1 May 2026, the government announced its intention to consult on potential standards for the construction industry (construction standards) aimed at ensuring government financial arrangements drive quality, productivity, lawful behaviour, and deliver safe, secure, well-paid jobs.

The government is now seeking stakeholder feedback to inform consideration of construction standards, including their content, scope, application, implementation and compliance arrangements.
A discussion paper has now been released to support the consultation, setting out five areas for feedback:
- integrity and lawful conduct
- productivity, fairness and industrial practices
- workforce development and job quality
- scope and application
- governance and compliance.
Feedback will support the design of a properly targeted framework for Commonwealth action. The framework would focus on areas where the Commonwealth can have the greatest impact on productivity, project delivery, workforce outcomes and systemic industry challenges, while avoiding unnecessary regulatory or administrative burden. This approach is intended to ensure any construction standards are effective, proportionate and workable, while recognising the roles and responsibilities of other governments and industry participants.
Any construction standards will be considered alongside the NCIF’s ongoing work program, including development of a Charter.
The Australian Government is inviting feedback on construction standards
We invite submissions on the potential Commonwealth standards for the construction industry from all stakeholders, including businesses of all sizes, workers and their unions, industry groups, state and territory governments, local governments, regulators and the general public.
The discussion paper has been prepared for consultation purposes. Decisions on the design, scope and implementation of any construction standards have not been taken. Future decision-making will be informed by this consultation process.
Submissions will close at 11:59 pm (AEST) on 16 October 2026.
