About the Review

The Jobs and Skills Australia Act 2022 (the Act) required the Minister for Skills and Training to commence a review into the operation of the Act by August 2025 (the Review).

The final report was provided to the Government on 19 December 2025 and tabled in Parliament on 5 March 2026.

Consultation for the Review

Input from stakeholders was central to the Review. The Reviewer:

  • Invited submissions in response to the Terms of Reference (submissions closed 31 October 2025).
  • Conducted extensive consultations through face-to-face and online engagements during September and October 2025.

These contributions informed the final report.

What the Review looked at

The Review was an opportunity to further consider the functions, governance arrangements and operations of Jobs and Skills Australia (JSA) now and into the future.

The Review examined and made recommendations about the operation of the Act, with reference to:

  • JSA’s functions under the Act.
  • Effectiveness of JSA’s delivery on its reporting and advice functions.
  • JSA’s stakeholder model.
  • JSA’s operating model.

Background on Jobs and Skills Australia

Jobs and Skills Australia (JSA) was established as a secondary statutory body within the Department of Employment and Workplace Relations on 16 November 2022 through the Jobs and Skills Australia Act 2022 (the Act). The Act was amended in August 2023 to provide additional and clarified functions and settle JSA’s governance arrangements.

JSA is a key economic advisory body providing independent advice on current, emerging and future workforce, skills and training issues to improve employment opportunities and economic growth.
