Statements of Expectations (SoE) articulate the government's expectations regarding how the department will carry out its regulatory functions.

Overview
Statements of Expectations (SoE)s are formal documents issued by a Minister that outline the strategic priorities, governance standards, and performance expectations for Government departments and agencies with regulatory functions. These statements serve as a mechanism for aligning the department or agency’s work with broader government objectives and ensuring transparency and accountability.
In response, departments and agencies are required to develop Statements of Intent (SoIs), which detail how they plan to meet the expectations specified in the SoE.
Ministerial Statement of Expectation on VET Student Loan providers and skills assessing authorities for migrants
The Hon Andrew Giles MP, Minister for Skills and Training, issued a SoE to the department’s Secretary on 27 August 2025. The statement outlines the Government’s focus on supporting eligible students, through the provision of income contingent loans, to meet national skills needs and improve employment outcomes. The government also expects the department to improve productivity by supporting better skills assessment process for migrants and reducing inefficiencies. DEWR is anticipated to support these goals by strengthening the VET sector, engaging with stakeholders meaningfully, tailoring regulation to provider diversity, enforcing compliance, and continuously improving transparency and regulatory functions.
