On 17 November 2025, the Department of Finance released an updated version of the Commonwealth Procurement Rules (CPRs). As a result, any reference to the CPR paragraph 10.18 in the Australian Skills Guarantee Procurement Connected Policy (Versions 1 and 1.2) should now be read as references to paragraph 10.17 of the updated CPRs.
CPR references in Skills Guarantee resources will be amended as part of the next round of updates.
Version 1 commenced 1 July 2024 and applies where an approach to market was issued prior to 1 October 2025.
Where an Approach to Market was issued prior to 1 October 2025, the Skills Guarantee PCP Version 1, will apply.
Version 1.2 applies set targets to eligible Australian Government ICT procurements with an estimated individual value of $10 million or more from 1 October 2025. The Skills Guarantee PCP Version 1.2 expands the eligible ICT training pathways with the addition of a Learning Worker and sets targets for Apprentices, Learning Workers and Women.
