The VSL Determination was developed in consultation with State and Territory Governments and the VET sector, in the lead up to the commencement of the VSL program. During this process, the Australian Government agreed to include specific courses for listed and not-for-profit providers as eligible for VSL. 

These were included in Schedule 3 of the VSL Determination, which came into operation on 1 January 2017. The Government undertakes an annual application process to provide VSL listed and not-for-profit providers the opportunity to include specified courses in Schedule 3.
